I've bought several diamonds over eBay. At least one turned out to be more than 4 grades off "authentic" for color, but most were OK. I would fund each and every single purchase via CC without exception... Every one. I'd also be brutally specific with the seller that you want the option of an inspection period.
The chances of good coordinated law enforcement action across state lines are low, at least on a state level. If federal authorities get involved, then maybe - but they'd have to go state to state trying to pickup things that have already been sold. In my experience, they simply don't care that much about the property. They care about the criminal.
If you bought in bulk from one seller, that'd be different.

In general new eBay sellers do not start off selling high end one of a kind jewelry. It is almost certainly a scam of some sort. You are unlikely to actually lose money if you pay via paypal funding with a credit card, but odds are a hell of alot higher that you will lose time etc than you will actually get the item. And then there is always that slight chance that you will not have any luck with the chargeback etc.

From everything I have ever read, IF law enforcement is able to make a recovery on stolen goods, the person buying them and paying real money always loses out.

Red flags and more red flags. Save your time and money and go with a reputable seller. Think about it, why would they have anything against a phone number? Even if they don't have a B&M store, they should have a phone number.
Jewelry sellers have to start somewhere.. I have a few sellers that I remember and buy from, but at one time they had zero feedback. The way to handle this is to pay via CC.
In my experience, eBay is a good place to buy things like diamonds. It's a bad place to buy anything that has "brand value". It's also a bad place to sell precious stones, etc - they typically don't even sell for wholesale value.
The key when buying is to protect yourself. The best way to do that is CC.
